Shanghai simplifies the procedures for approving the installation of elevators in old buildings and cancels the stamping of 31 official seals

The installation of elevators in multi-storey residential buildings is accelerated. the good news came that the application procedures would be simplified! Shanghai Municipal Commission of Housing and Urban-rural Development and Shanghai Municipal Bureau of Planning and Land Resources will further simplify and optimize the approval procedures and reduce the required 46 official seals to 15 ones, which greatly shortens the application process and bring owners more convenience.


At present its trial implementation is being carried out in Nujiangyuan residential quarters in Putuo District. As Shanghai has become an aging society, residents have increasingly appealed for the installation of elevators in multi-storey residential buildings.


The procedures for installing an elevator of a few square meters in existing residential buildings are simpler than those for installing elevators in new residential quarters, but residents still feel they are too complicated and the time for approval is too long. In addition, they are often required to submit materials repeatedly.


It's reported that in an elevator installation project, from starting to completion, 60 procedures are required and 46 official seals must be stamped. Except housing management, it has to be approved by city planning and construction departments, fire, afforestation and health departments.As Zhu Honghong who is in charge of the installation of elevators in Building No. 7 of Nujiangyuan put it, “The procedures are as complicated as those for building Jin Mao Tower!”


Yesterday afternoon, Shanghai Municipal Commission of Housing and Urban-rural Development, Shanghai Municipal Bureau of Planning and Land Resources and Putuo District government jointly held an on-the-spot meeting to discuss how to install elevators in existing multi-storey residential buildings in Nujiangyuan.


The head of the coordination group of installing elevators in residential buildings introduced at the meeting that Shanghai Municipal Commission of Housing and Urban-rural Development and Shanghai Municipal Bureau of Planning and Land Resources had repeatedly studied how to simplify the procedures and optimize the approval process. In addition, they went to Guangzhou for investigation and decided to choose one residential quarters for trial implementation.


Shanghai municipal government has implemented the spirit of the Central Urban Work Conference and arranged for Shanghai Municipal Commission of Housing and Urban-rural Development to take the lead to implement it in installing elevators in existing multi-storey residential buildings.


It is understood that the simplification of the procedures follows three principles: most owners should reach a consensus; safety of old buildings, safety of elevators, safety in the construction process and safety of elevator operation should be ensured; it should be conducted according to law and in compliance with regulations.


The number of administrative approval departments has reduced from 9 to 3, Shanghai Municipal Commission of Housing and Urban-rural Development, Shanghai Municipal Bureau of Planning and Land Resources and market supervision department; the number of approval procedures has reduced to 5, plan implementation, planning approval, construction approval and supervision, special equipment approval and record for completion; the number of items required to be approved has reduced to 12 and the number of approval seals required to be stamped has reduced to 15.


Approvals irrelevant with the three principles, for example, the approvals of civil defense, health, afforestation and environmental protection departments, have been cancelled. If in the application process these departments are involved, their opinions will be sought through the internal process and owners will no longer be required to go through the approval process in person.

The remaining administrative approvals will also be further simplified and optimized. For example, in terms of construction permit, the permit and inspection certificate can be issued at the same time.
Shanghai Municipal Housing Repair and Construction Association will take the lead to establish a platform to provide guidance and services for elevator installation.


At present, its trial implementation is being carried out in Nujiangyuan residential quarters in Putuo District. If problems appear in the implementation process, measures will be taken to solve them and then normative documents will be issued.

Last year, elevators were successfully installed in Building No. 7 of Nujiangyuan (it was reported in this newspaper). This year, the owners of Building No. 12, No. 22 and No. 33 have applied for elevator installation. If the application is approved according to the new measures, the construction of the project is expected to be started at the end of this year.
